Legal Non-Taxpayer

A legal non-taxpayer is a American National [nonresident alien] that has never opted in to the federal tax club. This means they have never filed a 1040 tax return with the IRS, or they have revocated (ROE) themselves from the tax system. (See What is Revocation of Election).
