A legal process established by the United States Congress that allows most state Citizens to be once again classified by the IRS as legal non-taxpayers. If you were born in the United States of America, this does not include territories or District of Columbia [what are the US territories] then you are considered an American National. It is our right under the Constitution as an American National to elect to be treated as U.S. residents for purposes of determining their income tax liability. [26 CFR §1.871-1(a)]. This is on a voluntary basis, unfortunately what they fail to tell you once you file your first 1040 income tax return with the IRS, you elected to opt yourself into the federal tax club. The ROE process revocates or removes you from the taxpayers club legally returning you to your American National status legally.
